    An accurate electrical estimate requires more than a complete material takeoff. Before submitting a bid, an estimator must verify the project scope, labor requirements, supplier pricing, indirect costs, exclusions, and final selling price.

    This electrical estimating checklist provides a consistent final-review process for electrical contractors and estimators. Use it to catch missing scope, overlooked labor, outdated pricing, and other costly mistakes before your bid goes out.

    1. Review the Plans, Specifications, and Scope

    Begin by confirming that your estimate is based on the complete and current bid documents. A technically accurate takeoff can still produce a bad bid if it is based on an outdated drawing set or incomplete scope.

    • Confirm you are using the latest drawing set and revisions.
    • Review all applicable specifications.
    • Review all addenda and bid clarifications.
    • Review architectural and structural drawings for items affecting the electrical work.
    • Review drawing notes, legends, schedules, details, and one-lines.
    • Identify alternates and allowances.
    • Identify owner-furnished and contractor-furnished equipment.
    • Document unclear scope items and assumptions.
    • Confirm the bid due date, time, submission requirements, and bid form.

    Practical tip: Maintain a written list of assumptions and unresolved questions while reviewing the documents. Address those items before completing the bid or clearly include them in your proposal.

    2. Verify the Electrical Takeoff

    Review the takeoff by system instead of relying only on the order in which items appear on the drawings. This makes it easier to identify an entire category of work that may have been overlooked.

    • Service and service-entrance equipment.
    • Switchgear and distribution equipment.
    • Panels, transformers, disconnects, and starters.
    • Feeders.
    • Branch-circuit raceways and conductors.
    • Boxes, fittings, supports, and miscellaneous hardware.
    • Lighting fixtures.
    • Lighting controls.
    • Receptacles and devices.
    • Equipment connections.
    • Grounding and bonding.
    • Fire alarm, communications, security, and other low-voltage systems within your scope.
    • Temporary power and lighting.
    • Demolition and removal.
    • Excavation, trenching, backfill, and underground work.
    • Sleeves, penetrations, firestopping, and sealing.
    • Identification, labeling, testing, and commissioning.
    • Verify quantities and measured lengths.
    • Include appropriate waste and miscellaneous material.

    Practical tip: Compare the completed takeoff with the one-line diagram, panel schedules, equipment schedules, and drawing legends. These documents often reveal missing feeders, devices, or equipment connections.

    3. Confirm Material Pricing

    Material prices and availability can change quickly. Review pricing before the estimate is finalized, especially when the project includes major equipment or has a long construction schedule.

    • Verify current material pricing.
    • Obtain current quotes for major equipment.
    • Review supplier quote inclusions and exclusions.
    • Confirm freight and delivery charges.
    • Account for sales or use tax where applicable.
    • Review unusually volatile material prices.
    • Consider price escalation for long-duration projects.
    • Identify long-lead or difficult-to-source equipment.
    • Confirm that quoted equipment meets the specifications.

    Practical tip: Do not use a supplier's total without reviewing the quote line by line. Confirm quantities, approved manufacturers, accessories, freight, lead times, and anything specifically excluded.

    4. Review Labor Hours and Labor Costs

    Labor is one of the largest sources of estimating risk. Standard labor units may need adjustment for the conditions under which the work will actually be performed.

    • Verify that labor units are appropriate for the installation.
    • Confirm total labor hours.
    • Apply the appropriate labor rates.
    • Account for crew composition.
    • Consider project-specific productivity factors.
    • Account for working height and access.
    • Include ladders, lifts, scaffolding, and other special equipment.
    • Consider occupied or restricted work areas.
    • Account for remodel and existing-condition work.
    • Consider overtime, shift work, and off-hours work.
    • Consider phasing and multiple mobilizations.
    • Account for difficult material handling.
    • Consider weather and environmental conditions.
    • Include supervision and project management where appropriate.
    • Include startup, testing, commissioning, and closeout labor.

    Practical tip: Ask whether the planned installation conditions match the assumptions behind your labor units. Restricted access, high ceilings, occupied spaces, phased work, and repeated mobilizations can significantly reduce productivity.

    5. Include Other Project Costs

    Not every project cost appears in the material takeoff or installation labor. Review indirect and project-specific expenses before adding overhead and profit.

    • Permits and inspection fees.
    • Equipment rental.
    • Temporary facilities.
    • Mobilization and demobilization.
    • Travel, parking, lodging, and per diem.
    • Bonds and insurance requirements.
    • Subcontractors.
    • Engineering and design costs.
    • Utility charges.
    • Cleanup and disposal.
    • As-built drawings and closeout documentation.
    • Warranty requirements.
    • Applicable contingency.

    Practical tip: Review the general conditions and Division 01 specifications. They frequently contain administrative, scheduling, safety, closeout, and temporary-facility requirements that affect the electrical contractor's cost.

    6. Perform a Final Estimate Review

    Complete a deliberate final review after the takeoff and pricing are finished. Whenever practical, have another qualified person review the estimate. A fresh set of eyes can identify inconsistencies that are difficult for the original estimator to see.

    • Compare the estimate against the complete project scope one final time.
    • Review material totals for anything unusually high or low.
    • Review labor hours for reasonableness.
    • Verify major vendor and subcontractor quotes.
    • Verify overhead.
    • Verify profit or markup.
    • Review allowances.
    • Review alternates.
    • Clearly document exclusions.
    • Clearly document assumptions and qualifications.
    • Check arithmetic and estimate extensions.
    • Review the final bid price for reasonableness.
    • Have another qualified person review the estimate when practical.

    If we are awarded this project at this price, have we included everything necessary to perform the work we are promising?

    A consistent review process will not eliminate every estimating risk, but it can greatly reduce preventable omissions and help your company submit more confident bids.
